Our Purpose The Head of Street Scene leads the strategic delivery of essential front-line services including waste and recycling collections, street cleansing, and fleet and garage, ensuring they are efficient, sustainable, and community focused. The service exists to create cleaner, greener neighbourhoods while supporting the council’s environmental goals through innovation, collaboration, and operational excellence. The Role As Head of Street Scene, you’ll be the driving force behind a bold and forward thinking service. With strategic leadership at your core, you’ll shape a positive, collaborative culture that puts people, residents, customers, communities and our dedicated workforce at the heart of everything we do. Your day-to-day will be anything but ordinary. From designing and delivering on service transformation to leading the council’s fleet procurement and capital replacement programme, you’ll ensure our operations are efficient, effective, and aligned with our environmental ambitions. You’ll build strong relationships with the workforce and colleagues and invest in partnerships, working hand-in-hand with, suppliers, public bodies, voluntary groups, and private sector partners to deliver real, measurable outcomes. Your insight will help shape local and national thinking, as you provide strategic intelligence that drives operational improvements and informs future policy. And when the unexpected happens, you’ll be ready. You’ll take the lead in emergency out-of-hours operations, ensuring our services respond swiftly and effectively, in line with our emergency plans and depot operations About You You’ll bring specialist knowledge of front-line operations, waste and recycling collections, street cleansing, fleet and garage services are your bread and butter. With a strong track record in strategic planning and operational delivery, you know how to lead multi-functional teams with confidence and clarity. Your leadership style is both practical and visionary. You’re comfortable navigating complex challenges, analysing detailed information, and turning insights into smart, actionable solutions. Prioritising under pressure? That’s where you shine, balancing competing demands while keeping your eye on the bigger picture. You’ve successfully managed budgets and driven innovation in service delivery, including rethinking and implementing alternative delivery models.
