About the Team you'll be part of The ICT Programme Delivery function is part of ICT team within Corporate Group. The Programme Delivery Team is made up of Programme Leads, Project Managers and Business Analysts, supported by our Architects. All these functions work together to support every area of Ofcom in delivering change, be it a new tool, process improvement or evolving our offerings both internally and externally. Purpose of the Role This role will be responsible for the delivery of programmes and projects by working collaboratively across the business, keeping project running smoothly. This role will collaborate with Programme Leads and the ICT PMO team, adhering to the ICT delivery Framework. Key responsibilities Takes full responsibility for the definition, approach, facilitation and satisfactory completion of medium-scale projects Identifies, assesses and manages risks to the success of the project. Ensures that realistic project plans are maintained and ensures regular and accurate communication to stakeholders. Adopts appropriate project management methods and tools whether predictive (plan-driven) approaches or adaptive (iterative/agile) approaches. Ensures Quality reviews occur on schedule and according to procedure. Manages the change control procedure and ensures that project deliverables are completed within agreed cost, timescale and resource budgets, and are signed off. Provides effective leadership to the project team and takes appropriate action when team performance deviates from agreed tolerances. Identifies specific measures and mechanisms by which benefits can be measured and plans to activate these mechanisms at the required time. Monitors benefits against what was predicted in the business case and ensures that all participants are informed and involved throughout the change programme and fully prepared to exploit the new operational business environment once it is in place. Supports Programme Leads and PMO to ensure that all plans, work packages and deliverables are aligned to the expected benefits and leads activities required in the realisation of the benefits of each part of the change programme. Ensures that senior management is both aware of and able to provide the required resources. Facilitates availability and optimum utilisation of resources. Monitors and reports on the progress of development projects, ensuring that projects are carried out in accordance with agreed architectures, standards, methods and procedures (including secure software development). Develops road maps to communicate future development activity. Skills, Knowledge and experience you will need for success Project Management: Experience and skills of managing IT projects using Waterfall and/or Agile delivery methods. Desirable experience delivering IT Enterprise Infrastructure & Security, Salesforce, Cloud, AI/Data Analytics or SaaS solutions. Budgeting and forecasting: Experience planning, monitoring, controlling and communicating financial information Forming Relationships: Confident at building and managing constructive working relationships with senior leaders and able to persuade, influence and hold to account different people Executing Plans: Strong organisational, planning and project management skills. Ability to think clearly about business challenges, deadlines and opportunities, identifying the bigger picture and prioritising effectively Articulating Ideas: Excellent oral and written communication skills, adept at explaining complex information clearly and concisely, able to communicate effectively to different levels of seniority Embracing change: Experience delivering results in fast-paced environments and adjusting approaches to meet changing needs and situations. Proactive in identifying and addressing issues, offering new ideas and implementing improvements to processes and how the team works Qualifications A demonstrable interest in IT and project management is required.
