About the role. National Highways have an exciting opportunity for a Senior Advisor to join our team in Safety, Engineering & Standards (SES). The Senior Advisor will provide advice on the development of technical standards including compliance with the construction product regulations, procurement legislation and practice and other statutory requirements within the technical standards. As a Senior Advisor, you will also help ensure compliance with the drafting rules and related legislation, supported by legal and procurement specialists, however the role requires the successful applicant to interpret this support and implement it within the scope of the technical standards. National Highways develops technical standards that are used to design and construct all roads throughout the United Kingdom and not just on roads managed by National Highways. Please note this is a hybrid position and can be based in any of our offices across England. Currently the company expects that you will work away from home (e.g. the office, meetings at suppliers' offices) for at least 2 days a week. Travel to other National Highways offices, suppliers' offices, offices of devolved administrations and elsewhere will be required. Act as a source of specialist subject matter expertise on the legislative and contractual content in the DMRB and MCHW especially related to construction product regulations. Be the owner of parts of the DMRB and MCHW relating their subject matter expertise and develop updates as and when required. Lead on the notification to the European Commission for all changes to the DMRB and MCHW that apply to Northern Ireland including deciding on whether a notification is required or not based on the type of change proposed. Develop business or value management cases for new projects related to the DMRB and MCHW, to ensure that such projects are consistent with National Highways strategic goals, quantifying resource requirements and identifying project interdependencies within and beyond the team. Document solutions and communicate to all stakeholders, to support implementation and to ensure the availability of audit evidence. About you. An understanding of the interactions between procurement legislation, product legislation and the design and construction requirements in the DMRB and MCHW or similar technical requirements. Ability to demonstrate efficiencies and demonstrate value for money across a programme of projects. Experience of managing external consultancy support and ability to liaise with other professionals to develop solutions. Proven experience of providing information and specialist advice in a specific technical or expertise discipline. Membership of a relevant professional institution (e.g. CIHT, IHE, ICE) or similar (working towards will be considered). About us.
