This is a critical role at the heart of HMPPS. The Director of Prison Supply in HMPPS is responsible for the supply of new prison places in England & Wales. HMPPS is undertaking a significant portfolio of activity to deliver a prison estate that can meet the capacity demands and challenges over the next 5-10 years through new prison builds and the expansion of our existing estate, accessing both public and private sector expertise to do so. This is a significant challenge, which must be planned, executed and delivered successfully to ensure that the prison estate is in the best position to provide the right capacity at the right time with buildings that meet the required standards for safe and decent accommodation for those offenders in our care, and that HMPPS is able to discharge our statutory responsibilities. This is a high-profile and demanding role, with responsibility for programmes with significant operational impact that remain a priority for Ministers, the Ministry of Justice leadership and HMPPS. It also includes responsibility for capital programmes amounting to (£3.2bn). The successful candidate will need to be commercially fluent and have a track record of leading in complex Estate environments to deal with the challenges of delivering through multiple suppliers and potential contractual issues. You will also have a strong track record of delivery in Project and Programme Management. You will have Senior Sponsorship accountability for the delivery of the Prison Capacity Sub-Portfolio of projects and programmes (20,000 new prison places); which consist of five SRO-led Government Major Projects and Programmes with an annual budget of £1.7bn. Responsibilities As the Senior Civil Servant responsible for Prison Supply, your key responsibilities will include: • Providing strong leadership, influence, accountability and direction, and shaping the Prison Supply Directorate. • Providing strategic oversight and ownership of all activity related to the provision of prison places. • Effective management of a capital investment budget. • Overseeing the alignment of the supply of prison places with the HMPPS strategy. • Ensuring that HMPPS meets its statutory and commercial obligations, prioritising spend carefully. • Developing and maintaining close working relationships with relevant stakeholders and other parts of the justice system. • Developing effective working relationships with other Directorates within HMPPS at all levels and leading inclusively with business partners and others to enable successful delivery. • Developing effective relationships across Government, including the Infrastructure Projects Authority, MoJ Property Directorate, the Office of Government Property and the Government Property Agency, and using these relationships to leverage expert advice, support and services as and when required. • Role modelling the leadership behaviours (as set out in the HMPPS Leadership Code) as a member of the HMPPS senior leadership community. • Championing engagement, equality and inclusion through leadership of the team; and • Championing continuous profession development and professional skills across HMPPS, MoJ and the wider Civil Service.
