Job summaryThis role is the professional lead for the Trust on all aspects of property and land acquisitions, management, utilization and disposals, and is key to supporting the Trust's expanding service requirements.The UHP Estates property portfolio is extensive, covering a large range of sites across Plymouth, as well as Tavistock Hospital and South Hams Hospital.The post-holder will be responsible for ensuring statutory and contractual obligations for property and land acquisitions and disposals have been reviewed, ensuring that they comply with Estate and IPC requirements.The post-holder will be accountable for successful delivery in a number of work areas, fosteringcity, regional and industry wide connections and relationships to maintain an overview of the property market and identify opportunities for the Trust to maximise its property portfolio. This will include responsibility for the development, implementation and review of the Trust's Property and Space Utilisation Strategy, Plan and Policies.Further details of the main duties and responsibilities for this role can be found in the attached job description.***Preference will be given to internal Trust staff, as well as 'Priority' and 'At Risk' status including NHS At Risk staff throughout Devon who are able to display recent relevant experience as dictated by the Person Specification.***Main duties of the jobEnsure all aspects of Estates & Facilities processes and plans are complied with and considered within strategic plans, particularly in regard to leasehold repairing and maintaining obligations.Lead on Landlord and Tenant legal matters including Acquisitions and Disposals / Leasing and Licencing Renewals and Agreements / Deeds of Variation and Licences for Alteration / Changes of use and Alienation / Rent Reviews and Payments / Termination, Surrender notices and Dilapidations Agreements.Instigate, negotiate, record and complete modification of leasehold and freehold covenants and provide valuation advice in support of these transactions; ensuring that the Trust maximises its return based upon 'best consideration' principles.Lead property valuations of the Trust's assets when required.Provide professional advice in relation to the surrender of property and the liability for dilapidations.Ensure through space design management that estate management achieve best practice in the control of infection in patients and clinical areas.Lead on technical and commercial issues with contractorsCommission and monitor contracts for professional consultancy servicesWhen required, work across the Devon Integrated Care System, working alongside other healthcare organisations. Provide visible support to the Head of Department to improve efficiency in property management and utilisation and help drive forward best value to ensure that the Trust maximises its return based upon best consideration principles. Identify and implement specific property acquisition opportunities, taking forward negotiations with property agents, landlords and their solicitors ensuring best value for the Trust. Be responsible for the production of robust asset management and acquisition plans to accompany the Trusts Estate strategies. Help identify opportunities for improvement and efficiency for site utilisation and space allocation across the full Trust Estate, driving the New Ways of Working agenda. Be responsible for the appropriate management of the Trust Property budget and authorised signatory to pre- agreed delegated limits. Responsible for managing the Trust Business Rates budget and coordinating revenues and appeals to ensure rates bills are correct. Facilitate and co-ordinate internal and external teams to ensure successful property management and space utilisation. Contribute to delivery of the Trusts strategic objectives and business drivers. Meet all national and local service delivery targets. Design, develop and implement processes to ensure the effective acquisition, management, utilisation and disposal of the property portfolio involving significant organisational change and provide quality assurance they are being maintained in accordance with best practice. Manage the delegated property and space management services to ensure that all areas are delivering best practice and value for money. Provide effective leadership for the efficient running of the Property and Space Team, taking responsibility for all aspects of management, personal development and continued professional development for professional and technical staff. Develop robust and effective partnerships with Care Groups, Service Lines and Corporate Functions. Develop and maintain relationships with City, regional and One Public Estate partners, Strategic Estates team, and local delivery partners.
