The function will be run on a hub and spoke model with Salisbury NHS Foundation Trust as the host organisation. The Deputy Head of Sourcing will support the Head of Sourcing & Contract Management in the management of an experienced Sourcing Team and will ensure that it operates within public sector policy, the NHS legal framework and its internal operating budget to successfully achieve its objectives year on year. This shall include the delivery of demonstrable and incremental cash releasing and efficiency savings, which form part of the cost improvement plans of BSW constituent organisations. Compliant with Standing Financial Instructions, Standing Orders and Procurement Policy, which have been standardised where possible, the post holder will operationally manage the BSW ICS sourcing work with clinical divisions/directorates and corporate departments to deliver opportunities for EU compliant added value procurement, contracting and improved cost effective supply arrangements, without detriment to services or patient care and in line with agreed service levels. Main duties of the job The Deputy Head of Sourcing will oversee a Sourcing Team that is dispersed across the 3 acute hospital sites and deliver efficiency savings through a pre-agreed annual work plan, working with Divisional/Directorate leads and Financial Services to produce the most advantageous commercial arrangements for each constituent organisation within the BSW ICS construct. The Deputy Head of Sourcing will be exposed to complex/high spend procurement projects, which will require a high level of commercial acumen and expertise in a diverse range of product and service categories. The Deputy Head of Sourcing will work closely with the Head of Sourcing, Supply Chain Co-ordination Limited (NHS Supply Chain) and national category towers to deliver sustainable annual efficiency savings in line with each trusts cost improvement plan. Focusing on non-pay, the Deputy Head of Sourcing will be responsible for managing a portfolio of projects associated with each trust non-pay cost improvement plan and collaboration agenda.
