Assist in effective workforce planning and role development in line with service need and local and national trends.Clinical1 To provide all Consultants and junior medical staff, in this, other Trusts and Merseyside, North Wales, Chester and 12 dialysis centres, with a timely, highly specialist, clinical scientific and technical service. This requires judgemental skills of a complex nature, to assist in the investigation, diagnosis, monitoring, treatment and understanding of disease, in individual patients. This may include recommendation for further action such as change of treatment or referral and frequently requires urgent advice regarding the management of patients.2 To participate in the Histocompatibility and Immunogenetics consultant clinical scientist rota, assuming independent responsibility on such occasions for the clinical authorisation and issue of reports.3 To present complex, sensitive or contentious clinical or scientific information to medical and nursing staff and managers within the Trust and other Trusts or PCTs when appropriate, using professional knowledge and experience.4 To undertake the timely clinical authorisation and reporting of patient clinical test results to clinical staff, frequently requiring urgent interpretation and advice regarding the clinical management of patients, using verbal and/or written communication.5 To offer specialist scientific and clinical advice concerning patient investigations and results, in highly complex cases when appropriate, using verbal and/or written communication.6 To give appropriate help and advice to patients when required, concerning sample requirements, testing guidelines etc.7 To authorise specimen referral to specialist laboratories for assays not performed within our laboratory, involving technical and clinical discussion with the reference laboratory, when required as per business continuity plan.8 To deal with pathological specimens for analytical purposes, contained and uncontained, when necessary. This may require the use of hazardous chemicals and contact with contaminated equipment. Ensuring these samples are recorded and stored appropriately.9 To deal with requests by HM Coroner for release of patient samples.Scientific and Technical1. To be responsible for the performance, monitoring and evaluation of a broad range of complex activities, including service delivery of analysis within the Histocompatibility and Immunogenetics department, ensuring acceptable turnaround times are achieved.2. To chair the performance review meetings covering quality control procedures and external quality assurance schemes, for the analyses performed in the above sections. Ensuring that these schemes are adequately managed, to produce accurate and precise patient results and acting immediately on complex problems to ensure optimal operational performance.3. To be responsible for the initiation, organisation, reporting, interpretation and data storage of external quality assurance schemes making technical and scientific assessments of method and instrument performance.4. To provide specialist advice concerning the introduction and development of new techniques within the department and to participate in the creation, review and implementation of Standard Operating Procedures and authorisation for use within the department.5. To establish guidelines and policies concerning Histocompatibility and Immunogenetics services and monitor their implementation within the department and Trust when appropriate. 6. To be responsible for authorisation of analytical standard operating procedures and protocols within the department.7. To advise and decide on the selection and purchase of analytical equipment.8. To represent the clinical scientists at the departmental meetings of the Directorate, chaired by the Clinical Director and providing an executive lead for the department.4. To facilitate the introduction of programmes to achieve strategic changes and improvements in delivery and range of service.5. To implement contingency plans during disruptions to service provision and to communicate this to users in an effective manner.
